The command is by the people.

And who are the people he represents as Chief in Command?

On the Eve of His passing, the Cardinal who was Prefect of the Doctrine of Faith became the new Pope and it was certain to me that His Pontificate was not at an end, but a succession.  Pope Benedict XVI delivered a continued succession of His Office designated by His Holiness Pope John Paul II.  And now, he has passed on this succession to Gorge Cardinal Borgoglio, Pope Francis. It is announced that Joseph Cardinal Ratzinger, Pope Emeritus Benedict XVI has entered into Eternal Rest. May the Chair of St. Peter reign. What is Exterior Catholicity?

Amidst all of the social inventions of manifesting an exterior commodity of meeting a standard of Catholicity, I never find the interior gaze of its exterior as people seek the quantitative factors on the "number of clicks" and the "number of likes and dislikes."  The qualitative persuasive standard of the exterior delivers incompatible. As the question poses, "What is Exterior Catholicity?"  I stand as insignificant with what the exterior demands to be promoting the "Interior Catholicity."
